Poor Boy Caviar

4 cups dry or frozen black eye peas, cooked or 2 cans
1/2 cup green onion tops and bottom, minced
1 small purple onion, minced
1 medium jalapeño pepper, seeded and diced
1 can Ro-Tel tomatoes, drained
1/2 cup sunflower oil
1/2 cup rice wine vinegar
1 tsp. each fresh (or 1/2 tsp. dried) oregano, basil, and cilantro, minced
Salt and pepper to taste

Rinse and drain peas; place in a large salad bowl. Add the onions, pepper, and Ro-Tel and mix together. In a smaller mixing bowl, combine the oil, vinegar, herbs and seasoning. Drizzle over the pea mixture and mix thoroughly. Refrigerate and let marinade for at least 6 hours, stirring occasionally. Drain marinade and serve chilled.
